I decided to actually watch Bush's speech. It was painful to watch Bush's eyes and head visibly move as he read from the teleprompter. That is just so embarrassing.
No, not like a bobble head (maybe next time). He was very stiff and mechanical. Also, the movements were very small. They were, however, still noticeable, and I think the stiff, mechanical characteristics are what made the movements noticeable.
